The TRA has three members who collectively decide on the actions of the TRA. The current three members are:
- The Chair of the Members is Takuro Akinaga. Takuro is also the Chief Executive Officer of the TRA and is responsible for management of the TRA. Takuro was the former Chief Executive of FSMTC, finishing that role in 2010.
- The second member is Mr. Mathias Lawrence who was the Chief Strategy and Investment Officer for FSM Vital Energy.
- The third member has not yet to be appointed, but the decisions are able to be made by the existing two members.
- The TRA has a small full time staff. Currently, there are 5 staff at the TRA (including the CEO) and this number is not expected to expand beyond a total of 7 people, covering a range of services including : executive services, legal and regulatory services, spectrum management, economic and financial modeling, stakeholder communication and office management services.
- The TRA also uses international consultants who have expertise in telecommunication regulation in developing markets. The consultants support the TRA and its functions.
