The Authority’s role with spectrum operators
Like telecommunications service firms, anyone wanting to use the radio frequency spectrum to provide communications services requires a licence.
The Authority is responsible for issuing licences and allocating the radio frequency spectrum. No person can use the spectrum in a way that is inconsistent with the Authority’s rules.
The Authority wants to make sure that spectrum is provided in a manner that is:
- open, equal, neutral, objective and transparent;
- is consistent with any international obligations the FSM has agreed to; and
- is cost-effective and permits development of new technologies and services.
